India – India's Ministry of Civil Aviation (MoCA) is reviewing pilot recruitment norms, including notice periods, no-objection certificate (NOC) requirements, and management staffing regulations, as part of a broader civil aviation regulatory framework overhaul aimed at lowering barriers to entry for new scheduled airlines.

The Ministry of Civil Aviation is examining pilot notice periods, NOC requirements, and employment-related restrictions that airlines say delay the recruitment of experienced cockpit crew.
The review addresses industry concerns that new airlines face significant challenges in building operational capability quickly, as incumbent carriers already employ a large proportion of experienced commanders subject to lengthy notice periods before they can change employers.
The government will assess whether existing regulations governing pilot mobility can be rationalised without compromising safety standards or disrupting airline operations.
Beyond cockpit crew, policymakers will examine challenges recruiting experienced management personnel for new airlines under DGCA-prescribed qualification requirements across flight operations, engineering, safety, and maintenance functions.
Additional scope of review includes operational bottlenecks at airports that continue to create barriers for new entrants even after regulatory approvals are obtained.
