Global – Aviation training and assurance network T-C-Alliance is supporting simulator manufacturer and operator Avion Full Flight Simulators on safety management, regulatory compliance and preparations for EASA’s new capability-based FSTD framework.

Commission Implementing Regulation (EU) 2026/781 and CS-FSTD Issue 1 will become applicable on April 30, 2028, providing simulator manufacturers, operators, airlines, training organisations and authorities with a transition period before the new requirements take effect. Existing aeroplane and helicopter FSTD certification specifications remain applicable until that date.
T-C-Alliance said its specialists are embedded within Avion’s organisation to support day-to-day safety leadership, compliance monitoring and interpretation of the new requirements across individual simulator devices.
The work includes reviewing what the regulatory framework means for Avion’s simulator fleet, incorporating safety-management and compliance processes into daily operations, and mentoring developing safety and compliance managers.
The new framework will move European FSTD qualification away from reliance primarily on fixed device categories and levels. Each device will instead be described through an FSTD Capability Signature specifying its features and associated fidelity levels.
An optional task-to-tool methodology will allow Approved Training Organisations and aircraft operators to identify the capabilities required for a particular training objective and select an appropriate device. The methodology applies to aeroplane and helicopter type-rating training and operator recurrent training and can support traditional or competency-based programmes.
The framework also establishes qualification provisions for touchscreen flight-deck interfaces, extended-reality applications and devices that do not fit established simulator categories.
EASA plans to publish an implementation support manual during the first quarter of 2027, following a general information session in Cologne on December 15, 2026. Domain-specific workshops are planned throughout 2027.
AFM previously reported that EASA’s capability-based framework may permit greater use of fixed-base and other lower-cost devices for training tasks that do not require every capability of a full flight simulator.
