Canadian FTO Confirms PGWP Eligibility and Targets Japanese Aspiring Pilot Demand in 2025

November 12, 2025

Canada – Professional Flight Centre (ProIFR), one of Canada’s largest and most internationally recognized flight training institutions, continues to attract aspiring pilots from around the world to its Boundary Bay Airport (CZBB) campus. The Transport Canada–approved Flight Training Unit (ID: 0153) operates as a Designated Learning Institution (DLI #O19238920192), making its graduates eligible for Post-Graduation Work Permits (PGWP)—a key pathway for international students seeking to build aviation careers in Canada.

  • As of June 25, 2025, flight schools such as Professional Flight Centre remain exempt from the field-of-study restrictions under the updated PGWP regulations. Graduates are eligible for two- to three-year work permits, allowing them to gain valuable industry experience in Canada after completing their training.
  • Founded in 1986 and originally based at Vancouver International Airport (YVR), the academy relocated to Boundary Bay to accommodate its expanding operations and now maintains a fleet of 23 aircraft, including Cessna 152s, Cessna 172s, Cirrus SR20s (G1000-equipped), Diamond DA42s, and Piper PA-44 Seminoles, supported by two Redbird full-motion IFR simulators.
  • All aircraft are serviced by the in-house Pro Aircraft Maintenance Organization (AMO), a 10,000 sq/ft facility ensuring top-tier safety standards and maximum dispatch reliability.
  • The school’s programs cover the full range of professional pilot training, from Private Pilot Licence (PPL) and Commercial Pilot Licence (CPL) to Multi-IFR Rating and Instructor Rating, supported by in-house Designated Flight Test Examiners (DFTE) for key checkrides.
  • Professional Flight Centre also offers a university pathway in partnership with Douglas College, enabling students to earn an Associate of Arts degree for Future Professional Pilots. This 60-credit program combines aviation-related academic courses—such as geography, business, and psychology—with integrated flight training leading to a CPL and Multi-IFR.
  • The school follows a pay-as-you-go tuition model, eliminating large upfront payments and allowing students to manage costs flexibly. It is also eligible for Canada Student Loans and Grants and provides training 7 days a week with tailored full-time and part-time options.
  • With a large and diverse international student base, Professional Flight Centre operates a dedicated Japanese-language website and social media channels, supporting its strong recruitment network across Asia and reinforcing its position as a global leader in professional flight training.
