Canadian Province Announces Comprehensive Aviation Strategy Focused on Pilot Training

Canada - The Government of Saskatchewan has unveiled its first comprehensive provincial aviation strategy, outlining a long-term framework to modernize infrastructure, strengthen workforce development, and expand aviation training capacity across the province. The plan marks a major policy shift toward integrating aviation growth with regional economic and community development.

  • Key actions include replacing the province’s aging aircraft fleet, reviewing funding models for northern and community airports, and expanding flight training and aviation skills programs to meet future labour needs.
  • In partnership with the federal government, Saskatchewan has committed over CAD $1 million to the Dziret’ái Pilot Training Program, designed to fund comprehensive commercial pilot training for candidates from the Athabasca Basin. Graduates earn Commercial Pilot Licences and receive guaranteed employment with Rise Air, one of the province’s leading regional carriers.• The workforce development component of the strategy calls for closer collaboration between airlines, educational institutions, and flight schools such as Mitchinson Flight Centre, ensuring a modernized and locally accessible talent pipeline.
