Russia – The Russian government has imposed a temporary ban on the export of aviation kerosene for the first time, effective until 30 November 2026, to ensure a stable domestic fuel market and protect airlines from unplanned seasonal price spikes.

The ban applies to fuel for jet engines including volumes purchased at stock exchange auctions, with exceptions for shipments placed under customs procedures before the decree, supplies under intergovernmental agreements, and fuel in process tanks used by aircraft en route.
Experts estimate the export ban will retain an additional 2 million tons of jet fuel within the domestic market, cooling wholesale exchange prices and enabling airlines to purchase fuel without the risk of sharp seasonal cost increases — though the measure is not expected to lead to a reduction in air ticket prices.
According to the EIA (Energy Information Administration), the Russian jet fuel market totaled 10.01 million tons of annual consumption by end of 2024, with domestic production at 11.6 million tons, with the surplus previously exported.
Russia's Transport Minister Andrey Nikitin confirmed there is currently no shortage of jet fuel, stating the government is proceeding from the interests of domestic airlines in all fuel market decisions.
The jet fuel export ban joins existing Russian fuel export restrictions including a ban on gasoline exports for all market participants until 31 July 2026 and restrictions on diesel and marine fuel exports for non-producers.
