Croatian Civil Aviation Agency Conducts 2026 Pilot Training Workshops for ATOs and DTOs

Croatia – The Croatian Civil Aviation Agency (CCAA) has organised two workshops for Approved Training Organisations (ATOs) and Declared Training Organisations (DTOs) in Zagreb, focusing on the practical application of European pilot training regulations, training program development and operational safety management. The initiative supports flight training organisations in applying regulatory requirements and maintaining consistent instructional standards.

  • The first workshop, a five-hour session for ATO representatives, was held on 29 September 2026 at the Agency's Zagreb headquarters. Participants included accountable managers, Heads of Training (HTs), Chief Flight Instructors (CFIs), Chief Theoretical Knowledge Instructors (CTKIs), flight instructors and CCAA specialists.
  • A second, four-hour workshop was scheduled for 10 October 2026, targeting DTO representatives, Heads of Training and instructors.
  • The DTO workshop agenda covered monitoring operational safety, identifying and reporting safety concerns, managing information received through occurrence reports, developing training programs and planning individual flight exercises.
  • The workshops follow earlier CCAA engagement with flight training organisations, including a February 2025 DTO safety management workshop covering hazard identification, risk assessment and the development of operational risk registers.
  • The ATO workshop addressed compliance with Commission Regulation (EU) No 1178/2011, particularly the integration of Basic Upset Prevention and Recovery Training (Basic UPRT) into practical flight training modules. Other subjects included training syllabus development, maintaining ATO Training Manuals and Operations Manuals, organisational management systems, common regulatory oversight findings and preparation for forthcoming regulatory changes.
