Spain – The Spanish Air and Space Force has formalised 14 simulator-training awards across seven providers under framework 2026/EA04/00000014, covering fixed-wing, helicopter, maintenance, avionics and cabin-emergency training. The European Union's Tenders Electronic Daily results notice was published on September 21, 2026, following supplier selection in August and contract conclusions during September.

The maximum value of the 14 awarded framework agreements is €9.680 million (approximately USD11.09 million), against an overall framework ceiling of €15.627 million (approximately USD17.91 million). The figures represent maximum framework values rather than guaranteed expenditure.
Airbus Defence and Space received the largest individual award: €3.569 million (approximately USD4.09 million) for C295, Spanish designation T-21, simulator training for crews from Ala 35. The original estimated value for this lot was €5.286 million (approximately USD6.06 million).
FlightSafety International secured four lots with a combined maximum value of €2.931 million (approximately USD3.36 million). These comprise Falcon 900B/T.18 training for Ala 45 at €1.362 million (approximately USD1.56 million); Citation V/TR-20 training for CECAF at €737,572 (approximately USD845,000); S-76C/HE-24 training for Ala 49 at €638,000 (approximately USD731,000); and King Air C90/U-22 training for CECAF at €193,600 (approximately USD222,000).
Cinetic Plus was awarded four training requirements totalling €1.023 million (approximately USD1.17 million): A310-304/T-22 pilot simulator training at €554,416 (approximately USD635,000), A310 maintenance training at €377,947 (approximately USD433,000), T.18 modernised-avionics initial training at €51,152 (approximately USD59,000), and cabin-emergency training for Ala 45 at €39,494 (approximately USD45,000).
Helisim secured both Super Puma simulator lots with a combined maximum value of €745,444 (approximately USD854,000). The awards comprise €402,920 (approximately USD462,000) for HD-21/AS332 C1E crews from Ala 46 and €342,524 (approximately USD393,000) for HT-21 crews from Ala 48.
Ansett Aviation Italia was awarded €656,000 (approximately USD752,000) for UD.14 simulator training for the 43 Grupo de Fuerzas Aéreas. The Spanish Air and Space Force identifies the UD.14 as the Bombardier CL-415 firefighting aircraft; its previous technical requirements for this training have specified a Level D CL-415 Full Flight Simulator with capability for tactical wildfire-fighting training.
CSA Consultorias y Soluciones Aeronauticas received the C212-100 FTD training lot for the 721 Escuadrón at €486,000 (approximately USD557,000), while Austria-based RotorSky received the H135/HE.26 simulator training lot for pilots of Ala 78's military helicopter school at €270,000 (approximately USD309,000).
The original April procurement contained 15 lots, including CN-235/T-19 simulator training for crews and students from GRUEMA, Ala 48, Ala 49, CECAF and 802 Escuadrón. That requirement is absent from the 14-lot results notice. The Ministry of Defence subsequently launched a separate CN-235 simulator-training procurement in September under reference 2026/EA12/00001227E, with bids closing September 18.
The framework covers simulator training for operational transport, special-mission, firefighting and helicopter fleets rather than one common training platform. The original tender provided for a two-year framework, while the published lot conditions allow an extension of up to one additional year.
Suppliers were selected on August 7, 2026. The contracts involving FlightSafety International, Airbus Defence and Space, Helisim, Ansett Aviation Italia, CSA and RotorSky were concluded on September 10, while Cinetic Plus agreements were concluded on September 10 or September 14 depending on the lot.
AFM previously reported that Ansett Aviation Italia operates a Viking CL-415 Full Flight Simulator at its Milan training centre and showcased the device's aerial firefighting training capability during Aerial Fire Fighting 2026. The capability aligns directly with the Spanish Air and Space Force's UD.14/CL-415 training requirement awarded under the new framework.
