Flight Academy of South Texas and Brownsville Independent School District Develop High School Pilot Training Pathway in 2026

Texas, USA – Brownsville Independent School District (BISD) is developing a Career and Technical Education aviation pathway with the Flight Academy of South Texas (FAST) at Brownsville South Padre Island International Airport. The proposed program would give high school students access to practical pilot training alongside their secondary education, creating an earlier entry point into professional aviation training in South Texas.

• An inaugural cohort of approximately 25–30 students is being planned, with an initial model allocating two participants from each of BISD's early college high schools. As of the September 8 report, the proposal was due to progress through the district's approval process before consideration by the BISD Board of Trustees in October.
• Under the proposed BISD structure, senior students flying twice each week could accumulate approximately 60 flight hours by the end of the school year, according to FAST's planning assumptions. The FAA requires at least 40 flight hours for a Part 61 Private Pilot Certificate, including specified dual, solo, cross-country, night and instrument experience, together with the applicable knowledge and practical tests.
• A BISD senior demonstrated the proposed training model in September by flying FAST's Tecnam P-Mentor from Brownsville toward South Padre Island under training supervision. FAST uses the P-Mentor for single-engine and instrument-oriented instruction.
• FAST said in September that four additional Tecnam P-Mentor aircraft were on order. Tecnam announced delivery of the academy's first P-Mentor in May 2026 and at that stage said FAST planned to acquire five additional aircraft.
• The flight school currently operates from the historic Hunt Pan Am Aviation facility at Brownsville South Padre Island International Airport. FAST is also developing a 60,000-square-foot hangar south of the airport control tower that is planned to accommodate both flight-training and aviation-maintenance education activities.
• FAST operates as a Part 61 training provider and offers Private Pilot, Instrument Rating, Commercial Pilot, Multi-Engine and Flight Instructor training. Its current published training equipment includes the Tecnam P-Mentor and a VR flight simulator.
