India’s Civil Aviation Ministry to Review Underperforming FTOs After 2025 DGCA Ranking

India – The Ministry of Civil Aviation is set to convene a review meeting with Flying Training Organisations (FTOs) across India following underwhelming results in the country’s first-ever regulator-led performance ranking. The Directorate General of Civil Aviation (DGCA) recently released its inaugural evaluation, which revealed that none of the 35 audited FTOs achieved the top ‘A+’ or ‘A’ ratings.

  • Of the 35 FTOs assessed, 13 received a ‘B’ rating, while the remaining 22 were ranked in the lowest ‘C’ category.
  • The evaluation criteria included operational efficiency, safety standards, regulatory compliance, performance benchmarks, and student support.
  • Institutions rated in Category ‘C’ (scoring below 50%) will be issued notices by DGCA and required to conduct internal performance assessments.
  • Civil Aviation Minister K. Rammohan Naidu confirmed the upcoming review meeting with FTO representatives to discuss measures for improving training quality and institutional performance.
  • FTO rankings will now be published biannually, with the next report scheduled for release on April 1, 2026.
  • While FTO reviews will occur every six months, Minister Naidu clarified that monthly performance reviews with flight training providers are not planned, though monthly meetings with airlines will continue to enhance coordination and regulatory responsiveness.
