Kansas, USA – US property developer K-10 Development Group has proposed establishing Centennial Flight Center, a women-focused aviation training facility at Lawrence Regional Airport in Kansas, in a proposed partnership with international women pilots' organization The Ninety-Nines.
- The proposed development would include a flight training school, aircraft hangar and 24-unit apartment building intended to accommodate students undertaking training at Lawrence Regional Airport in North Lawrence.
- The project was presented during a Lawrence Aviation Advisory Board meeting on October 7, 2026. K-10 Development Group, led by developer Phil Bundy, intends to work with The Ninety-Nines, an international organization supporting women in aviation through education, scholarships and mentorship.
- The flight school forms part of a broader development proposal involving several projects around Lawrence, for which K-10 Development Group sought financing through a Sales Tax and Revenue (STAR) bond district. The proposed mechanism would use incremental sales tax revenues over a period of up to 20 years to repay development-related bonds.
- On October 13, 2026, the Lawrence City Commission unanimously voted against advancing a public hearing for the proposed STAR bond district, objecting to the inclusion of sales tax revenue from a separately developed Costco store. Commissioners directed city staff not to pursue a financing district incorporating those revenues.
- The commission's decision did not constitute a rejection of the proposed flight school or the wider development projects, which the developer may continue pursuing. However, the developer had identified the proposed tax incentives as important to the financing of its broader development plans.
