New Crew Scheduling Flexibility Implemented in India Following Operator Feedback in 2025

India – The Directorate General of Civil Aviation (DGCA) has withdrawn a previously issued instruction that prohibited the substitution of leave for a flight crew member’s published weekly rest. The decision, issued on 5 December 2025, follows industry feedback and aims to support operational continuity and stability across Indian airlines.

  • The withdrawal concerns a clause in DGCA letter DGCA-22011/04/2021-FSD dated 20 January 2025, which stated that “no leave shall be substituted for weekly rest.”
  • The DGCA noted that ongoing operational disruptions and representations from operators prompted a review of the rule, with carriers citing the need for flexibility in crew planning.
  • Effective immediately, the restriction is removed, allowing airlines to once again substitute leave for weekly rest in accordance with internal scheduling policies and regulatory limits.
