Saudi Arabia & USA – Quantum3D, a Silicon Valley-based developer and provider of simulation and training technologies, has completed delivery of a comprehensive Common Database (CDB) Visual 3D Database Training Programme for the Royal Saudi Air Force (RSAF) — a multi-phase initiative spanning both the United States and Saudi Arabia, designed to build independent in-Kingdom simulation development capability in support of Saudi Vision 2030 defence localisation objectives.

  • The programme was delivered in two phases: an intensive one-month session in spring 2025 at Quantum3D's headquarters in Silicon Valley, California, followed by a one-week on-site session in February 2026 at RSAF facilities in Saudi Arabia, with personnel working directly in a real-world development environment using Quantum3D's Database Generation System (DBGS).
  • RSAF personnel are now equipped to develop new CDB visual 3D environments from the ground up and to independently edit, enhance, and maintain existing visual databases — capabilities that reduce long-term dependence on external contractors and support knowledge transfer under the Kingdom's Vision 2030 defence localisation agenda.
  • The training programme is part of a broader package of Saudi-focused simulation capabilities delivered by Quantum3D, including: the development of more than 20 high-resolution Saudi airport environments in CDB format; deployment of Quantum3D MANTIS® image generator software and IDX image generator systems across three RSAF F-15 bases; modernisation of a Bell 412 helicopter simulator; and the delivery of UAV, UAS, and drone simulator solutions supporting universities and specialist training centres.
  • Multiple RSAF training events have already been delivered under the programme, with additional sessions scheduled in the coming months.
  • The engagement reflects a pattern of defence simulation investment in Saudi Arabia aligned with Vision 2030's objectives of building domestic aerospace and defence manufacturing and training capacity, reducing import dependency, and developing a skilled in-Kingdom technical workforce.

Statements

  • "Quantum3D is dedicated to strengthening local simulation and training capabilities for the Royal Saudi Air Force. This comprehensive program enables RSAF to independently build and enhance CDB visual 3D databases — boosting expertise and reducing costs in support of Saudi Vision 2030," said Murat Kose, CEO of Quantum3D.
