True Course Simulations Supports National Flight Training Alliance Proposes Eight-Point Overhaul of US Pilot Training Regulations

USA – The National Flight Training Alliance (NFTA) has published the executive summary of a comprehensive report proposing a fundamental overhaul of U.S. pilot training regulations under 14 CFR Part 141, developed over a year of public industry engagement with the Federal Aviation Administration and submitted as a formal modernisation blueprint, with True Course Simulations among the industry representatives and partners contributing to the initiative.

  • The report, titled "A Comprehensive Modernization of Pilot Training Conducted by 14 CFR Part 141 Training Organizations," reflects input gathered from publicly held meetings and structured stakeholder consultations conducted from March 2025 through March 2026, drawing participation from large and small flight training providers, universities, independent operators, and subject matter experts.
  • The NFTA identifies the current Part 141 regulatory framework as fundamentally unchanged for more than fifty years and characterises modernisation as a matter of national competitiveness, operational safety, and strategic foresight rather than preference.
  • Six guiding principles underpinned the process: incentivising school participation, embracing emerging technology and innovation, improving system efficiency, improving student outcomes, enhancing overall safety, and reducing the cost of entry to professional aviation careers.
  • The report presents eight principal recommendations to the FAA, calling for expedited rulemaking to implement the following:
    • Establishment of a Central Management Office (CMO) for uniform, centralised Part 141 school certification and compliance management
    • Implementation of Safety Management Systems (SMS) and Quality Management Systems (QMS) within Part 141 training organisations, replacing static compliance requirements with a performance-based two-tier QMS framework
    • Fundamental reform of school management, oversight, and documentation, including a consolidated Pilot Training Management Manual (PTMM) and a currency-based compliance model
    • Development of industry consensus standards as an alternate means of regulatory compliance
    • Reform of examining authority, including standardised training for chief and check instructors and elimination of pass-rate metrics as the sole basis for examining authority qualification
    • Expanded flight simulation training device (FSTD) and technology credits, including formal recognition of extended reality (XR) devices and establishment of a new Enhanced Advanced Aviation Training Device (EAATD) category
    • Comprehensive modernisation of Part 141 training course appendices, including new appendices for the Professional Pilot series, ATP-CTP, and Enhanced Qualification Program
    • Replacement of the provisional pilot school designation with a new Registered Pilot School category, providing FAA recognition as a streamlined preparatory pathway toward full Part 141 certification
