- The Air Force contract creates a permanent demand imbalance that favors civilian graduate employment: Air Force trainees complete foundational ratings (PPL, IR, ME) and then move directly into military career pipelines with no need or intention to remain as flight instructors, while civilian "Zero to Hero" graduates earn their CFI ratings and are hired directly to instruct the incoming Air Force students.
