Leading Provider of Aviation Services, AAR, Recommends Ways on Solving Aviation Mechanic Shortage

AAR CORP., a leading provider of aviation services to commercial and government operators, MROs, and OEMs, launched its 2023 mid skills gap report.

“Mid skills” describes careers that require industry certifications but not a college degree, including aviation mechanics. Recognizing the importance of gathering information on the state of mid skills talent development efforts and providing tangible recommendations for collaboration, AAR launched its first mid skills gap report in 2011. AAR has become a trusted source for this information and thought leadership on innovative solutions, launching subsequent editions of the report in 2018 and 2023.

AAR’s 2023 report warns that the aircraft mechanic shortage has reached a critical point and urges employers to break down silos and collaborate with high schools, colleges, nonprofits, and elected officials to expand early access to aviation maintenance curriculum and training. It includes case studies and opportunities to attract talent under the updated FAA Part 147, which removes a seat time requirement that measures competency based on hours and paves the way for more collaboration and additional training locations.

The Company partnered with Choose Aerospace, a 501(c)(3) nonprofit, to release a general aviation curriculum based upon the Federal Aviation Administration’s Airman Certification Standards into high schools and colleges. Choose Aerospace is aligned with the FAA’s Part 147 certification standards that went into effect last year. AAR recommends the FAA further update regulations to allow AMT candidates who complete a general aviation curriculum in high school, like Choose Aerospace, to take the FAA general exam to become certified. It also calls on lawmakers to pass immigration policies that allow aviation companies to recruit talent from abroad to meet demand.

“Workforce development is a team effort across industry, education, and government,” said John M. Holmes, AAR’s Chairman, President and CEO. “Given the forecasted demand for aviation maintenance technicians, these efforts could not come at a better time.”

Pakistan Civil Aviation Authority to Split into Two Entities

The Pakistan Civil Aviation Authority (CAA) is set to split into government entities, namely: Pakistan Airport Authority and the Bureau of Air Safety Investigation.

To facilitate the division of the Pakistan CAA, a nine-member committee has been established, as reported by local media.

A notification has been issued, appointing Shazia Rizvi, the Joint Secretary II of the Ministry of Aviation, as the chairperson of this nine-member committee. The committee includes Vice Air Marshal Taimoor Iqbal as the deputy and other members such as Asif Iqbal (Joint Secretary, Ministry of Aviation), Abdul Malik (Joint Secretary, Ministry of Finance), Nadir Shafiq (Deputy Director General, Regulatory CAA), Commodore Mirza Aamir (President, Aircraft Accident Investigation Board), Saqib Butt (Director Finance, CAA), Sameer Saeed (Director of Aviation Security), Sadiqul Rahman (Director of APS), and Abid Ali Shah (Director HR, CAA).

This committee has been tasked with completing its work by October 15. They will oversee the transfer of current assets, funds, employees, records, offices, furniture, machinery, vehicles, and funds between these two organizations.

North American EAA Ray Aviation Scholarship Program Reaches 400 Pilots

The EAA Ray Aviation Scholarship program continues to make a difference for young people pursuing aviation dreams, as 400 scholarship recipients have now completed flight training.

The scholarship program is funded by the Ray Foundation, managed by EAA, and administered through the EAA chapter network. Through the program, EAA is able to provide deserving youths up to $11,000 to help cover flight training expenses. EAA received $1.8 million from the Ray Foundation for 2023.

Since the program’s introduction in 2019, more than 730 scholarships have been provided to young people with a passion for aviation. The current pilot certificate completion rate for Ray scholars is 81 percent, with approximately 240 more scholars currently in-flight training.

“Many aspiring pilots fall short of their goal due to the cost of flight training, so EAA working with the Ray Foundation helps relieve some of the financial pressure and make the goal of becoming a pilot even more accessible for future generations,” said Rick Larsen, EAA’s vice president of communities and member programming. “The high completion rate of our scholars demonstrates how this program has a direct impact on growing the aviation community.”

There are EAA chapter and scholar eligibility requirements for the Ray Aviation Scholarship that indicate a commitment to success. Once a chapter is approved for the program, it nominates the chosen scholar for EAA’s final review. Many chapters are granted the full $11,000 for their selected scholar, but some chapters have committed 25 percent of the award to secure their slot in the program. All EAA and divisional chapters in the United States and Canada are eligible for a grant up to $11,000.

The Lightspeed Aviation Foundation and EAA award a Zulu 3 headset to each scholar after they complete a solo flight or, if they soloed pre-scholarship, after passing the written exam. This recognizes the scholar as they progress and ultimately complete flight training.
